Preheat oven to 400°F (200°C). Line a baking sheet with foil and coat with cooking spray.
Arrange carrots in a single layer on the baking sheet.
Drizzle with olive oil, salt, and pepper. Toss to coat evenly.
Roast for 20-25 minutes until tender.
Remove from oven, drizzle with honey, and toss.
Return to the oven for 10 more minutes.
Garnish with parsley and serve hot.
